Paying for a new roof or home hardening upgrade out of pocket is a significant expense, and for many homeowners it stays at the bottom of the to-do list. The good news is that grant programs exist in multiple states to help cover the cost of re-roofing to the FORTIFIED Roof standard and hardening homes against wildfire. A FORTIFIED Roof can double the uplift strength of a roof, reduce water intrusion by up to 95%, and increase home value by an average of 7%.

Federal Programs
USDA Single Family Housing Repair Grants: provide up to $10,000 for housing repairs, including re-roofing. To qualify, applicants must be 62 or older, unable to repay a repair loan, meet HUD's very low-income requirements, and occupy the home as a primary residence. Learn More.
Wind and Storm Hardening Grants
Alabama — Strengthen Alabama Homes: The Strengthen Alabama Homes program provides grants of up to $10,000 to re-roof to the FORTIFIED Roof standard. There are no income limitations. The home must be a primary residence and the homeowner must maintain an insurance policy including wind coverage after the roof is completed. The program has expanded beyond its original Mobile and Baldwin County footprint to include additional counties.
Arkansas — Strengthen Arkansas Homes: Arkansas passed legislation in 2025 establishing the Strengthen Arkansas Homes grant program to help homeowners strengthen homes against wind and hail damage. See current details.
Florida — My Safe Florida Home: The My Safe Florida Home program has reimbursed $369 million to over 39,000 homeowners since 2022 and reopened in August 2025 with $352 million in funding. The program provides free wind mitigation inspections and matching grants of up to $10,000 for qualifying hurricane-resistant upgrades including roofs, impact windows and doors, and secondary water barriers. Low-income homeowners may qualify for a full grant with no match required. The program prioritizes low- and moderate-income homeowners. Apply at mysafeflhome.com.
Louisiana — Louisiana Fortify Homes Program: The Louisiana Fortify Homes Program provides grants of up to $10,000 to owners of existing homes to upgrade to the FORTIFIED standard. See current details.

North Carolina — Strengthen Your Roof and Strengthen Your Coastal Roof: North Carolina has invested $40 million across two programs. The Strengthen Your Roof program offers grants of up to $10,000 for Outer Banks and Barrier Islands policyholders insured by the NCIUA, while the Strengthen Your Coastal Roof program adds another $20 million in grants of up to $6,000 for the remaining 18 coastal counties. NCIUA also offers a Stronger Roof Endorsement at no cost to policyholders, providing up to $5,000 in additional coverage for FORTIFIED Roof upgrades when a roof is replaced after a covered claim. Oklahoma — Strengthen Oklahoma Homes: The Strengthen Oklahoma Homes program provides grants of up to $10,000 for residential wind and hail mitigation on owner-occupied, primary residence single-family homes, requiring the FORTIFIED Roof with Hail Supplement designation. The program launched as a pilot and is targeting a statewide launch in 2026. See current details.
South Carolina — SC Safe Home: The SC Safe Home program provides homeowners with grants ranging from $3,000 to $10,000 to strengthen homes against storms, including upgrades to the FORTIFIED Roof standard. See current details.
FORTIFIED Fund Grant Program
The Federal Home Loan Bank of Dallas operates the FORTIFIED Fund Grant Program, which provides qualifying households up to $15,000 for a roof replacement on an existing home or up to $7,500 toward a FORTIFIED Roof on new construction. This program is available in multiple states including Arkansas, Louisiana, Mississippi, New Mexico, and Texas. The FHLB Dallas also now funds the Wildfire Prepared Home designation for properties in New Mexico. Check current availability.
Wildfire Home Hardening Grants
California — California Safe Homes Act and Wildfire Mitigation Program: The California Safe Homes Act, which took effect January 1, 2026, establishes a grant program within the state Department of Insurance to assist qualifying residents in obtaining fire-safe roofs and implementing mitigation measures within five feet of their homes. The program prioritizes low- and moderate-income homeowners in high wildfire risk areas. The California Wildfire Mitigation Program (CWMP) provides additional financial assistance for home hardening and defensible space in vulnerable communities. New Mexico — Wildfire Prepared Program and FAIR Plan Home Hardening Grants: New Mexico's Legislature provided $10 million to the Office of the Superintendent of Insurance for grants to homeowners in high wildfire risk areas, using IBHS Wildfire Prepared Home standards as the benchmark. The program is targeted at homeowners on the FAIR Plan who have been denied coverage in the private market. New Mexico also enacted the Wildfire Prepared Act in 2025, establishing a Wildfire Prepared Program and Fund to support technical assistance, training, and grants to property owners to increase their wildfire resilience.
