State Grant Programs
Strengthen Alabama Homes
Administered by the Alabama Department of Insurance, this program provides grants of up to $10,000 for wind mitigation retrofits to the FORTIFIED Roof standard for owner-occupied single-family homes. No income limits. Available on a rolling county schedule. Check the website for the current list of eligible counties. Funded by Alabama's insurance industry, not the state general budget. Louisiana Fortify Homes Program
Administered by the Louisiana Department of Insurance, this program provides grants up to $10,000 for homeowners to repair or replace their roofs to the FORTIFIED Roof standard. Grants are awarded by lottery. Homeowners must hold a valid homestead exemption and an active homeowners insurance policy with wind coverage. New construction homes, condominiums, and mobile homes are not eligible. Learn More.
Strengthen Oklahoma Homes
Administered by the Oklahoma Insurance Department, this program provides grants up to $10,000 to owner-occupied single-family homes statewide for FORTIFIED Roof upgrades against high wind and hail. Open statewide as of January 2026. Priority is given to lower-income applicants and high-risk areas. Learn More.
NC Strengthen Your Roof
Administered by the North Carolina Insurance Underwriting Association (NCIUA), this program provides grants up to $10,000 for eligible policyholders in the Outer Banks and Barrier Islands to install a FORTIFIED Roof. Available at any income level on a first-come, first-served basis. Learn More.
NC Strengthen Your Coastal Roof
A companion program to Strengthen Your Roof, this NCIUA program provides grants up to $6,000 for eligible policyholders in 18 additional North Carolina coastal counties. Launched in 2025 with $20 million in funding. Learn More.
SC Safe Home Mitigation Grant Program
Administered by the South Carolina Department of Insurance, this program provides grants ranging from $3,000 to $7,500 to owner-occupied single-family homes in eligible coastal counties for wind mitigation retrofits, including FORTIFIED Roof upgrades. Grant amounts are income-based. Applications open twice per year on a first-come, first-served basis. Learn More.
My Safe Florida Home
Administered by Florida's Chief Financial Officer, this program provides matching grants up to $10,000 for hurricane-resistant upgrades, including roofs, impact windows, and doors. Free wind mitigation inspections are available to all eligible homeowners. In 2025, grant funding is limited to low- and moderate-income homeowners. Funds are exhausted quickly, so apply early. Strengthen Arkansas Homes
Established by AR 2025 SB366 and currently under development. Will provide grants for wind and hail mitigation projects that meet FORTIFIED standards. Check the Arkansas state resource page for updates.
Strengthen Kentucky Homes

Federal and Financing Programs
FHLB Dallas FORTIFIED Fund
Available only in Arkansas, Louisiana, Mississippi, New Mexico, and Texas. The Federal Home Loan Bank of Dallas provides grants up to $15,000 for income-qualified homeowners at or below 120% of the area median income to install a FORTIFIED Roof. Grants are disbursed through FHLB Dallas member financial institutions. Homeowners cannot apply directly and must work through a participating bank or intermediary organization. USDA Section 504 Home Repair Loans and Grants
Provides low-interest loans up to $40,000 to very-low-income rural homeowners to repair, improve, or modernize their homes. Grants up to $10,000 are available to very-low-income homeowners age 62 or older to remove health and safety hazards. Loans and grants can be combined for up to $50,000 in total assistance. HUD 203(k) Rehabilitation Mortgage Insurance
An FHA-insured mortgage program that allows homebuyers and homeowners to finance both the purchase or refinancing of a home and the cost of rehabilitation through a single mortgage. FORTIFIED upgrades may qualify as eligible improvements. Available through FHA-approved lenders. Learn More.
