How will your community communicate after a flood? Where will homeowners go to ask for assistance? Who will be in charge of what efforts? What will the community do if bridges are destroyed or roads are flooded? One of the best ways to prepare a community for a flood is to plan for it!

Planning before a disaster can help reduce response and recovery time after a flood. The planning process will include deciding who does what and also what changes to infrastructure can be made to increase resilience against a flood. You should include things like wastewater management infrastructure, transportation systems, utility grids/systems, and emergency response (Hospitals, EMT, Firefighters) in community disaster planning.

You can use FEMA's Pre-Disaster Recovery Planning Guide for Local Governments to better understand what your planning should include, for any disaster.
